The Arms Trade Treaty
The Arms Trade Treaty (ATT) originated from a 2006 United Nations (UN) resolution and aims to provide common international standards for the import, export and transfer of conventional arms. It was adopted on 2nd April 2013, by the United Nations General Assembly.
This landmark treaty is the first legally binding document designed to regulate the international trade in conventional arms. The treaty was opened for signature on 3 June 2013 and entered into force after the 50th ratification on 24 December 2014.
The purpose of the ATT is to contribute to international and regional peace, security and stability by regulating the international trade in conventional arms and by eradicating the illicit trade in arms. To this end, it sets the highest possible common international standards for the international trade in conventional weapons.
The European Union’s engagement in strengthening Arms Export Controls
To contribute to addressing these challenges, the Council adopted Decision 2013/768/CFSP on 16 December 2013, to provide export control-related assistance with activities specific to the ATT.
A first 3-year phase, which was implemented by the German Federal Office for Economic Affairs and Export Control (BAFA), adressed sixteen beneficiary countries and covered a wide range of areas relevant to the establishment and development of a national arms transfer control system as mandated by the ATT.
On 29 May 2017, the Council decided with Decision 2017/915/CFSP to renew the programme for a second phase and mandated Expertise France and BAFA in order to pursue the implementation of the European Union’s activities in support of the implementation of the Arms Trade Treaty.
The programme is funded by the European Union and co-funded by the Government of the Federal Republic of Germany and the Government of the French Republic.
The EUP2P ATT Outreach Programme: objectives and activities
In order to support the effective implementation and universalisation of the ATT, the European Union has renewed the EUP2P ATT Outreach Programme for a second phase. It seeks to:
• Assist partner countries in drafting, updating, and implementing, as appropriate, relevant legislative and administrative measures necessary for an effective system of arms transfer control, in line with the requirements of the ATT;
• Strengthen the expertise and capacities of the partner countries' authorities through best practices sharing, training and access to relevant information sources in support of adequate implementation and enforcement of arms transfer controls;
• Promote transparency in international arms trade building on the transparency requirements of the ATT;
• Promote sustained adherence to the ATT by the partner countries by involving relevant national and regional stakeholders such as national parliaments, competent regional organisations, industry and civil society representatives;
• Promote wider interest in the ATT by engaging with countries that have not yet taken steps towards ATT signature and ratification or accession in order to support its universalization.
