Our work in Latin America and the Caribbean

Our agency is expanding its presence in Latin America and the Caribbean with the support of French government ministries, the European Union (EU) and Agence Française de Développement (AFD), our three main donors.
€313 million in projects in 2025 in Latin America and the Caribbean.
We are currently implementing 32 national and regional projects in Latin America, representing a business volume of €138 million, and 14 projects in the Caribbean, including 8 projects in Haiti, this country being the main focus of our work in the subregion. These projects are coordinated by our in-country office in Haiti and aim to support local authorities and civil society organisations in facing multiple crises, while offering sustainable solutions to challenges in health, education and urban planning.
We are also present on the ground in Latin America through our three regional offices.
Our work and strategic priorities in Latin America and the Caribbean
We implement high-impact projects in these regions, designed to respond to the specific needs of administrations and civil society. Around 80 international technical experts are deployed throughout North and Latin America within partner institutions.
Our projects span many areas, including climate, biodiversity, just transition, economic governance, social dynamics, global threats, and digital transformation. Through these projects, we help national authorities strengthen their core functions and promote more resilient, inclusive, sustainable development models.
Our activities target five strategic priorities:
- Biodiversity and climate: Biodiversity preservation and the fight against climate change are top priorities. We help strengthen these countries’ capacities to address environmental challenges and foster sustainable, resilient development. Our projects include forest management (the Amazon basin being the world’s largest forest area), biodiversity protection, sustainable agriculture, climate adaptation with local communities, and support for national climate policy dialogue.
- Just transition in Latin America: A just transition is a springboard for social and economic inclusion. Policies in this area contribute to improving vocational training, social protection, gender equality, and environmental justice. We support environmental governance and social justice initiatives aimed at strengthening the rule of law, fighting organised crime, reducing inequality, and training justice system personnel.
- Economic inclusion of young people: We promote the socio-economic inclusion of young people, particularly those from the most vulnerable populations, through projects on reducing violence and delinquency, education, vocational training, and access to employment.
- Digital technologies, cybersecurity and data governance: We assist Latin American countries in strengthening cybersecurity and data governance by supporting the development of legal frameworks and national and regional policies for data protection and secure digital infrastructure.
- Fight against global threats: Our regional projects target global threats, particularly organised crime, illegal trafficking, and criminal networks involved in maritime trafficking. This includes establishing control and intelligence units and facilitating inter-institutional information sharing.

Expertise France in each subregion
The Caribbean
In the Caribbean, we implement both national and regional projects. Our strongest presence is in Haiti – a country facing critical challenges – where we opened an in-country office in 2024. This office, with around 20 staff based in Port-au-Prince and Cap-Haïtien, oversees initiatives in state reform, agriculture, health, education and civil defense. The Dominican Republic is another strategic location where we are established and have several staff. We implement national projects in health, green finance and responsible finance. The total business volume of national projects in the Caribbean is €100 million.
At a regional level, we lead several sustainable development and biodiversity initiatives to help countries tackle environmental and climate challenges through joint action. These include our RESEMBID, EUROCLIMA Caribbean and Sargassum projects. Together, these multi-country projects total approximately €75.4 million in business.
Latin America
Our agency deploys a strategic and ambitious cooperation portfolio in Latin America. This is in line with French and EU priorities and the 2023–2025 strategy for cooperation between France, Latin America and the Caribbean. With a portfolio of 45 major projects worth €313 million, we are active in key areas such as climate, biodiversity, just transition, economic governance, social inclusion and digital innovation. Our activities span several countries including Mexico, Brazil, Colombia, Peru and Costa Rica.
We deploy French experts and foster peer-to-peer dialogue to support structural reform, strengthen local capacity, and promote sustainable and resilient development. Flagship projects like EUROCLIMA+, Amazonia+, and Grandes Bosques illustrate our commitment to climate action and biodiversity. Initiatives like EU4DecentWork and TEI Inclusive and Equitable Societies support a just transition and improved living conditions across the region.
Our framework for action
Our work in Latin America and the Caribbean aligns with EU priorities in the region and France’s inclusive and sustainable investment strategy for development aid.
It also aligns with the goals set by the Presidential Council for Development (5 May 2023), the Interministerial Committee for International Cooperation and Development (18 July 2023), the EU-CELAC Summit (July 2023), and the EU’s Global Gateway initiative.
