The Phénix Project contributes to capacity building for civil-protection and emergency personnel in the fields of disaster-risk prevention, preparedness and response. Its aim is to improve the delivery of emergency assistance in Haiti.
Haiti: a country highly vulnerable to disaster risks
Haiti is one of the countries in the world most vulnerable to natural hazards, especially hurricanes, floods and earthquakes. Over 96 per cent of the population is exposed to these hazards, whose frequency and intensity are exacerbated by the effects of climate change.
250K deaths due to naturel disasters over the past 13 years in Haiti
According to the country’s National Disaster Risk Management Plan (2019–2030), hundreds of disasters have occurred over the past 13 years, causing more than 250,000 deaths and significant material losses and damage, with homes, healthcare services, agriculture and infrastructure being the worst affected.
These disasters have significantly undermined the living conditions and well-being of the people of Haiti and come on top of already deeply entrenched economic, social and environmental vulnerabilities, particularly in the country’s western, northern and southern regions.
Project Phénix: strengthening civil protection to improve emergency-situation management
To address this exposure to disaster risks, the Phénix Project seeks to strengthen the operational capacities of the fire, rescue and civil-protection services in Haiti, with the goal of improving disaster prevention and day-to-day emergency response in three departments of the country (Nord, Ouest and Sud).
The Phénix Project, which was launched in 2024 for a period of 48 months, is funded by Agence Française de Développement and implemented by Expertise France in direct collaboration with the Directorate-General for Civil Protection (DGPC).
The project is based on five complementary action priorities:
- Strengthening the civil-protection service’s day-to-day prevention and emergency response mechanisms
- Creating a national training centre
- Building the operational capacities of rescue centres
- Improving the warning system
- Coordinating resources at the municipal and local level.
Developing the capacities and resources of the civil-protection service
Within the project, there is special focus on training first responders (training firefighters and volunteer brigade members in first aid, firefighting and rescue and clearance operations) as well as on providing community support (in the form of a contingency fund). We also plan to deliver four fully equipped and staffed rescue centres and to establish a national civil-protection training centre.

These investments should help sustainably strengthen the skills of emergency responders and improve the resources available for day-to-day emergency response.
