Our geographic regions

As France’s development cooperation agency, we operate in 147 countries and 27 territories. Our projects span a wide range of focus areas – from strengthening democratic governance and preserving biodiversity, to supporting entrepreneurship and reducing gender inequalities.
With over 350 active projects in 2025, we deployed 1,450 staff on the ground and generated €447 million in revenue in 2024 (a 15% increase on 2023). This growth means we can strengthen our local presence and deliver greater impact for the communities we support.
572K people accessing health services
Our projects led to 571,808 people accessing health services, 2,089 businesses receiving support, 46,684 people receiving training or targeted information about gender equality, 11 million hectares of marine biodiversity under improved management, and 54,428 people benefiting from security, stability, or crisis-response projects.
Our 5 geographic regions

We are active across Africa, Europe, the Middle East, the Asia-Pacific region, and Latin America and the Caribbean. Our international presence is reinforced through:
- 11 in-country offices, each staffed with 40 to 120 people: Comoros, Côte d’Ivoire, Democratic Republic of the Congo, Guinea, Haiti, Lebanon/Jordan, Madagascar, Papua New Guinea, Rwanda, Tunisia/Libya, Ukraine.
- 10 regional offices: North Africa, West Africa, East Africa, Indian Ocean, Andes, Southern Cone and Caribbean, Southern Africa, Central America, South and Southeast Asia, and the Balkans, Caucasus and Central Asia.

Our work in Africa
Africa is where we are most active, with 162 national and regional projects and a projected business volume of €1.1 billion in 2025. Through our seven in-country offices, we implement initiatives in multiple sectors aligned with France’s transformational agenda in Africa. These initiatives focus on democratic, economic and financial governance; climate, biodiversity and blue economy; regional integration and strategic corridors; training and employment; and a global migration strategy, among others.
Our work in Latin America and the Caribbean
We are expanding our presence in Latin America and the Caribbean through our in-country office in Haiti. We currently lead 32 projects in Latin America representing a business volume of €138 million, as well as 14 projects in the Caribbean. Key focus areas include biodiversity and climate action, just transitions in Latin America, economic opportunities for young people, digital transformation, cybersecurity and data governance, and combating global threats.
Our work in the Asia-Pacific region
As the only EU Member State with a Pacific presence, France led the way in 2023 through 51 projects representing a business volume of €141.5 million. With an in-country office in Papua New Guinea, we support environmentally sustainable development towards innovative and sustainable growth through enhanced regional cooperation.
Our work in Europe
With 35 national and regional projects underway in 2025 representing €153 million in business volume, we work closely with EU Member States and neighbouring countries and territories. Our efforts focus on knowledge sharing within the EU, regulatory alignment in support of European integration, and strategic sectors such as vocational training, economic resilience, health, digital innovation, governance, justice and social protection.
Our work in the Middle East
With 20 national projects worth €87 million in EU and AFD funding as well as 3 multi-country projects worth €24.5 million in EU-funding, our presence in the Middle East continues to grow, including through a dedicated in-country office in Lebanon/Jordan. We support projects in areas such as institutional reform and good governance, social cohesion, disaster and industrial risk prevention, population resilience in crisis-affected areas, as well as arts and culture.
