2024 Results: Growth in activity in support of renewed cooperation

In 2024, Expertise France’s activity grew by a further 15%. By mobilising the expertise required and with its expanded presence in the field, the agency is working on development priorities in partner countries, with a focus on the most fragile countries, and on issues for the future, such as digital technologies, the protection of the oceans, and education.
Sustained growth within AFD Group
In 2024, Expertise France’s activity increased by 15%, reaching €447 million in revenue. Expertise France signed 162 new cooperation projects around the world, representing €800 million in new commitments. The agency is continuing to expand its deployment in the field through its project teams and individual experts working in France’s partner institutions, in line with the French President’s ambitions.
In keeping with the policy lines of the Presidential Council for International Partnerships, special attention has been given to initiatives in Team Europe format, while Expertise France is taking stock of its two-year co-Presidency of the Practitioners’ Network of European cooperation agencies. The European Union (EU) continues to remain Expertise France’s primary donor, financing 56% of its projects, followed by French ministries, with 26%, and AFD, with 17%.
An agency grounded in the field, strengthening AFD Group’s regional network
With 870 officers at headquarters, Paris has experienced the same degree of growth as in the field, where Expertise France benefited from the expertise of more than 1,450 long-term staff in 2024.
In 2024, the agency pushed forward with its decentralisation policy, with the opening of new country offices in Ukraine, Rwanda, Lebanon and Jordan, Madagascar, as well as in Papua New Guinea. This presence also includes the presence of regional coordinators who play a representational role.
Expertise France continues to be an operator and key partner in Africa, where it devotes 60% of its total business volume.
Moreover, the mobilisation of international technical experts (ITEs) and seconded national experts (SNEs) on behalf of French ministries is central to the new strategy to promote technical cooperation. This involves structuring the French network, with the aim of making research, innovation, evaluation and accountability central to Expertise France’s work.
A long-term commitment to issues of the future
In response to the Sustainable Development Goals, Expertise France focuses its activity on resilient sectors, in line with the priorities for social, economic and environmental development. In 2024, it thereby worked to support development, for example, by promoting gender equality and taking action for global health.
The agency contributed to strengthening governance, for example, in Ukraine, through the European Pravo-Justice project.
Support for the development of a sustainable and inclusive economy is also a major focus. Expertise France’s action involves helping to structure entrepreneurial ecosystems, as well as promoting innovation.
As an agency that works on the ground, Expertise France provides country-level support for crisis prevention and management, as well as the fight against cross-cutting threats, terrorism and organised crime. It also takes action to support security and peacekeeping.
In addition, Expertise France works with its partners to mitigate the effects of climate change and protect biodiversity.

AFD Group: Maximising impact in 2024
In 2024, AFD Group continued to expand its activity, with €13.7 billion in financing and over 1,250 new projects, to achieve its dual mandate: promoting solidarity for the most vulnerable communities and supporting sustainable transitions, particularly in emerging countries.
