Since the start of the war of aggression against Ukraine four years ago, Expertise France has been supporting Ukrainian institutions in tackling a twofold challenge: strengthening the state’s resilience and preparing for the country’s reconstruction. Whether in the areas of justice, local governance, digital transformation or alignment with European standards, reforms, private-sector innovation and the strengthening of healthcare systems are continuing despite the conflict.

Through testimonies from people working on the ground, supported by the Expertise France office and project teams in Ukraine, this report sheds light on a reality that is often less visible: that of a country which continues to reform with a view to joining the European Union, to innovate and to keep its public services running, even as the war drags on and air raid alerts remain a daily occurrence.
