The project aims to assist the Vietnamese Government with the implementation of e-government services for users and administrations.
E-government refers to the use of information and communication technologies (ICTs) to transform administrations and make them more effective, efficient, transparent and accountable.
Electronic public services considerably reduce the administrative burden on companies and citizens by facilitating their interactions with public authorities. Indeed, integrating the use of digital technologies into strategies to modernise public administrations can generate additional economic and social benefits for society as a whole.
Modern and efficient public administrations need to transform their support services, rethink and review existing procedures and services and open their data and services to other administrations and, as far as possible, to companies and civil society.
Development of e-government in Vietnam
The Vietnamese Government initiated its reflection and transition towards e-government in the early 2000s. The objective is to improve the quality and efficiency of government services to better serve individuals and companies and ensure their transparency.
In this context, the project to support the e-government reform in Vietnam aims to contribute to the establishment of e-government and the deployment of user-oriented public services.
The support has been based on two phases:
1) The first phase aimed to implement the reform and lasted from May to December 2019;
2) The second is the operationalisation phase which will last 18 months starting in February 2020.
Project areas of operation
Since 2019, Expertise France has been supporting the Vietnamese Government’s work in the following specific areas:
• Preparation of a legislative and regulatory framework for the e-government reform;
• Creation of a national public service portal and its development with a user-oriented approach;
• Support for the work concerning a digital identification solution;
• Training in subjects related to the digital transformation of administrations.
The first phase of the project led to the official launch of the national public service portal in December 2019. The platform draws on French solutions for digital identity management and electronic authentication and will be improved to increase its capacity and thereby benefit a greater proportion of the Vietnamese population.
