This project supports European cities in integrating the Sustainable Development Goals into municipal budgeting, decision-making and public financial management. To meet this objective, we support Bordeaux Métropole, Barcelona, Hamburg and Amsterdam to prepare tailored reforms for SDG-informed budgeting and policy frameworks. We also promote SDG budgetary practices among cities and networks within the European Union.
Supporting cities to connect the SDGs with local public finances
European cities are seeking practical ways to connect sustainability priorities with budget preparation, expenditure tracking and performance management.
The Sustainability in Local Public Finances project is providing tailored support to four beneficiary cities (Amsterdam, Barcelona, Bordeaux and Hamburg) while promoting exchanges with other European cities and networks.
Its ongoing activities combine analysis of existing governance systems with the development and application of a common SDG budgeting methodology, city-specific reform pathways, and financial and non-financial indicators.
A common methodology and tailored reform pathways
To date, the project has completed four city-specific Status Quo Reports and a Joint Synthesis Report on SDG governance systems. It has also developed a common SDG budgeting methodology and four Action Plans for Amsterdam, Barcelona, Bordeaux Métropole and Hamburg, which are guiding the ongoing work to integrate SDG considerations into budgeting and policy frameworks.
Work on data management and KPIs is continuing and has so far included screening around 2,000 indicators, preparing standard data-collection tools, collecting four city datasets and assessing data availability for 28 non-financial KPIs.
Sharing practical experience across European cities
The project continues to promote peer learning and cooperation between beneficiary cities and other European cities and networks.
Ongoing exchanges and outreach activities, including engagement with Paris, Zagreb and Tallinn, are supporting the sharing of practical approaches to SDG budgeting, indicators, expenditure assessment and transferable practices.
