This project supported two European Regions and one European State to improve the assessment of the environmental and climate impacts of public spending.
What is Green Budgeting?
Green budgeting is an innovative and increasingly practical tool to help align public finances with climate and environmental goals, at both national and regional levels.
Regional governments, in particular, hold key competences in policy areas that are central to mitigation and adaptation to climate change, and therefore have a strong role to play in responding to climate change.
Accompanying the setting up of green budgeting in Baden-Württemberg, Lombardy and Greece
The Green Budgeting in European Regions project aimed to support the Lombardy Region, the Ministry of Finance of Baden-Württemberg, and the Ministry of Economy and Finance of Greece in strengthening their capacity to assess the environmental and climate impacts of public spending through the development of operational green budgeting methodologies.
Over the course of the project, the beneficiary authorities worked closely with technical experts to design and refine tools for tagging public expenditure according to its environmental and climate impact. The project has fostered cross-institutional collaboration, knowledge sharing and exchange of best practices in the field of green budgeting across Europe.
It was funded by the European Union through the Technical Support Instrument (TSI) and implemented by Expertise France in cooperation with the European Commission.
Developing green budgeting tagging methodologies
The project supported three administrations with green budgeting tagging (GBT) systems at different stages of development:
- Lombardy built a tagging methodology from scratch;
- Baden–Württemberg already had a climate and environmental tagging system which identified positive contributions. It developed and piloted a methodology that extends this system, to cover climate–neutral and climate–harmful spending;
- Greece received diagnostic analysis and recommendations for strengthening an established national system.
Together, these cases show that there is no single model for green budget tagging (GBT). The tagging framework has to fit the administration’s legal system, budget process, data availability, institutional culture and intended use of results.
Policy brief for public administrations
A policy brief has been created to provide a more detailed analysis of the links between policy objectives and the practice of green budgeting, a tool at the heart of the European Union’s policy agenda. It sets out the lessons learnt and methodological considerations drawn from ‘green budget tagging’ in Baden-Württemberg, Lombardy and Greece.
