This programme aims to support the reform of the social sector and the development of an inclusive society in Jordan

The most important goal of the “Jordan 25” vision is to improve the welfare of citizens and the basic services provided to them and to create a balanced society where opportunities are available to all. The related policies should be implemented through a participatory approach between the government, the business sector and the civil society. To this end, the Jordan National Social Protection Strategy reflects the Government’s commitment to break the intergenerational cycle of poverty and to provide a “social protection floor” with a view to a State of solidarity, production and justice.

The “Support to Civil Society Organisations (CSOs) and De-institutionalisation with CSOs” Project was developed in this context. It comes within the framework of the EU-funded Programme “Support to Social Protection in Jordan”, launched in partnership with the Ministry of Social Development (MoSD).

It is jointly implemented by Expertise France, NI-CO, the Northern Ireland cooperation agency and UNOPS, the UN agency specialised in the implementation of humanitarian projects.

Objectives of the Programme

The “Support to Civil Society Organisations (CSOs) and De-institutionalisation with CSOs” Project aims to develop an equitable and inclusive society in Jordan through the improvement and modernisation of the quality and performance of the social protection ecosystem with its various players, including CSOs and public and para-public organisations.

It is based on three main objectives:

• To strengthen the capacities and roles of Civil Society Organisations (CSOs) as actors in the development, service-delivery, monitoring and evaluation of social protection.

• To strengthen the relationship between CSOs and the Ministry of Social Development as well as other Public Authorities and stakeholders in order to enhance the contribution of CSOs to the provision of services to the most vulnerable groups, including disadvantaged women and youth, Persons with Disabilities (PwD) and people on a low income, with greater transparency and quality.

• To support the De-institutionalisation (De-I) reform for PwD with the participation of CSOs

Our strategy

The programme aims at supporting local grassroots civil society organisations, alongside large, formal and professionalised organisations, encouraging new partnerships among them. Such partnerships will improve sustainability and contribute to a fairer conception of society vis-à-vis target groups, while addressing and paying attention to local priorities and national strategies.

It works towards…

• Helping structure and define partnerships between public institutions and CSOs;

• Providing tailored capacity building to CSOs and public actors: contribution to public policy reform, community planning, improved provision of services to vulnerable groups in rural and urban deprived areas, advocacy…;

• Delivering a grant scheme that supports pilot projects delivered by CSOs and partnerships in line with Social Protection priorities: 4 millions euros / 100 grants;

• Supporting social innovation.

Outputs

• The role of at least 250 CSOs/Charities as actors is enhanced and their involvement in the policy design, monitoring and evaluation in the social protection sector is supported.

• Social protection services are delivered in a more inclusive manner, reaching the rural and urban poor regions with the protection of the most vulnerable groups.

• Economic independence of women, youth, PwD and other target groups is supported through CSOs / Charities through the grant scheme.

• Social innovation is promoted through a multi-stakeholder approach and design thinking
