The PMSAN 2 project aims to assist Haitian operators in addressing the problem of food and nutritional insecurity, by combining actions in the fields of agriculture, health and social promotion.
A fragile food and nutritional situation in Haiti
For several years now, Haiti has been experiencing a succession of crises which have exacerbated the exposure of its population to food and nutritional insecurity. The effects of climate change and prevailing insecurity disrupt the ability of food systems to meet the needs of Haitians, in an already difficult social and economic context.
The emergence of a multisectoral approach in response to food and nutritional insecurity
The Haitian government is deploying parallel actions to address food and nutritional insecurity in various sectors:
- Agriculture, to maintain and increase the capacity of food production systems
- Health, to identify and treat people affected by malnutrition
- Social protection and promotion, to prevent malnutrition among the most vulnerable households and develop their livelihoods
In 2021, with the adoption of the National Policy for Food and Nutritional Sovereignty and Security in Haiti (PNSSANH), the Haitian government established a common intervention framework for these three sectors. The objective is to take a coordinated approach to address existing malnutrition and tackle its causes.
The Ministry of Agriculture, Natural Resources and Rural Development (MARNDR), Ministry of Public Health and Population (MSPP) and Ministry of Social Affairs and Labour (MAST) are now working together to develop new modes of intervention and coordinate their efforts to address food and nutritional insecurity at the national and departmental levels.
Multisectoral Food and Nutritional Security Programme
PMSAN was launched in 2017, with financing from the European Union, to support this process, in parallel with the preparation of PNSSANH. This programme assists ministries at the central level with the coordination of their efforts and the definition of joint intervention methodologies. It also finances the implementation of multisectoral actions in the Artibonite and Nord-Ouest departments.
This first phase served to conduct field tests on the protocols to identify and target the beneficiaries in the fields of health and social protection/promotion, while implementing structuring actions in the agricultural areas of the two departments.
A second phase to scale up the operations and consolidate the achievements of the multisectoral approach
PMSAN 2 is consolidating and continuing part of the actions taken during the first phase, while extending the scope of its action to the Nord-Est department and the metropolitan area of Port-au-Prince, which is particularly affected by insecurity and population displacements.
Expertise France has been involved in the second phase of the project since September 2024. It identifies and deploys departmental actions, in conjunction with the decentralised technical services of the ministries and the operators that contribute to the assessments and implement the activities.
