STREAM was about the creation of an incubator to support the development of Libyan start-ups and young companies and build their capacities.
Supporting the Libyan innovation ecosystem: creation of the first incubator & Fab Lab in Tripoli
STREAM, which was financed by the UK Government and implemented by Expertise France, supported the creation of the first integrated incubator, accelerator and Fab Lab in Tripoli to support the development of start-ups. It ended in September 2020 and aimed to build the capacities of Libyan start-ups and companies by offering them a space to be received and advised, training, and the possibility of creating prototypes using the equipment of a Fab Lab.
The project comprised several aspects:
• The creation, the brand image and the promotion of the STREAM incubator in the Libyan start-up ecosystem
• The organisation of capacity building activities for economic actors and pioneers that support entrepreneurship
• The transfer of knowledge and technical assistance, which allowed local partners to fully take ownership of STREAM
• The stimulation and development of the entrepreneurial ecosystem by organising weekly events
• The implementation of an internationally recognised incubation and acceleration programme
Creating a co-working space for start-ups
The STREAM incubator and integrated Fab Lab allow entrepreneurs to develop their business ideas in a conducive environment: fully-equipped offices, high-quality services…
Offering mentoring services
The STREAM project offered mentoring services to 50 carefully selected entrepreneurs to build their trade capacities and allow them to develop (incubation and acceleration programmes).

Developing and supporting the community of entrepreneurs
One of the project objectives was to develop a broad community of entrepreneurs and businessmen/businesswomen in Libya in order to restore a healthy economic environment.
Promoting the entrepreneurial culture among women
Gender was central to STREAM, a project that directly aimed to empower women through access to employment and business creation. Concrete measures were implemented, such as the choice of a secure location and opening times adapted to women’s schedules. Parity was also respected in the recruitment of the project team, as well as in the choice of the experts mobilised and in the selection of professional mentors from the private sector who support and advise young entrepreneurs. The exemplary nature of this choice of staff disseminated the entrepreneurial culture, while promoting certain women through the figure of the mentor. The project thereby contributed to deconstructing gender stereotypes and promoting gender equality.
Raising the awareness of a broad public
Alongside these activities to support entrepreneurship in Libya, STREAM aimed to raise awareness among a broad public and international community about the revitalisation of the Libyan economy by strengthening entrepreneurship and business initiatives.
