INVEST4Libya supports Libya’s efforts to strengthen public financial governance and foster a transparent, accountable, and investment-friendly economic environment.
Supporting Libya’s economic recovery through governance reform and sustainable investment
INVEST4Libya aims to strengthen economic governance and promote sustainable investment in Libya through comprehensive institutional support.
Through a holistic approach, Expertise France works alongside Libyan stakeholders to:
- improve the efficiency and transparency in public financial management,
- modernise financial markets,
- stimulate the growth of the private sector, with a particular focus on green and digital entrepreneurship.
These actions contribute to laying the foundations for Lybia’s sustainable and inclusive economic recovery.
A Strategic Partnership to Modernise Libya’s Financial and Investment Ecosystem
INVEST4Libya is co-funded by the European Union and the French Government and implemented by Expertise France.
The project is carried out in close collaboration with Libyan institutions including the Ministry of Finance, the Central Bank of Libya, the Audit Bureau, the Ministry of Planning, the Ministry of Higher Education and Scientific Research, the Ministry of Environment, and other relevant public authorities.
We also work jointly with regulatory bodies, investment-related institutions, private sector actors, academic institutions, and civil society organisations to ensure inclusive and coordinated implementation.
Reforming Public Finance, Strengthening Financial Governance and Supporting Green Entrepreneurship
Invest4Libya represents a key milestone of the European Union’s ongoing support to Libya’s economic and institutional development. The project is structured around three strategic pillars.
1. Supporting Public Financial Management Reform
We support the Ministry of Finance and the Audit Bureau in improving fiscal transparency, spending efficiency, and accountability in the use of public resources.
Activities include:
- developing an evidence-based reform roadmap for Libya’s Public Financial Management system, validated and governed through a Libyan-led steering mechanism.
- strengthening the core functions of the Libyan Public Financial Management cycle, with a particular focus on transparency, accountability, and fiscal discipline.
- reinforcing external oversight and accountability mechanisms to enhance citizen trust and donor confidence.
2. Strengthening Financial Governance & Modernising Libya’s Financial Sector
This pillar aims to strengthen regulatory frameworks in order to promote financial inclusion and support the integration of digital and green finance into national policy, in close collaboration with the Central Bank of Libya and the Ministry of Planning.
To achieve this, the project contributes to:
- conducting a comprehensive assessment of the financial sector and investment climate;
- strengthening governance and supervisory capacity within the financial sector.
- modernising regulatory frameworks for transparent finance and investment;
- promoting the inclusion and development of green and digital investment. .
3. Enhancing Entrepreneurship, MSMEs and green and digital innovation
We implement actions designed to boost the performance and inclusiveness of Libya’s MSME and entrepreneurship ecosystem.
The aim is to support private sector development by empowering incubators, accelerators and MSMEs; while connecting them with investors, expertise, and enabling policies.
Activities include:
- supporting and assessing selected Libyan incubators to generate evidence on their institutional and service delivery capacity ;
- improving the success rate of start-ups ;
- increasing the efficiency and sustainability of MSMEs ;
- strengthening business support structures and services dedicated to green and digital entrepreneurship.
