Programme to Support the Development of the Public Administration in Guinea

Guinea’s public administration has undergone significant developments in recent years, with an increase and rejuvenation of its staff and a revision of the legal framework which governs it. It is gradually moving towards a dual status, characterised by a career-based civil service and an employment-based civil service. There is now an urgent need to include the possibility of recruiting contract staff at the regulatory and operational levels, in particular in the context of a “massive” return of the diaspora.

At the same time, the transitional government is continuing the projects for the priority reforms set out in the public administration reform plan. This specific context of transition provides the Ministry of Public Administration with an opportunity to deploy a strategy to reorganise human resources, grouping officials by area of competence. The National Institute for Training and Development (INFP) will be a central instrument in this strategy

The INFP is the only administrative public institution able to develop at national level, as its core mission is to train and develop the capacities of public officials, and coordinate sectoral action in this field.

The sectoral issue for the INFP therefore involves being able to coordinate and supervise all the sectoral action taken for capacity building, so that it can pool resources and address the competition between training institutions. At national level, other issues also need to be addressed:

• The selection of candidates for training in the departments with the strongest demand
• The impact on the services rendered to users through the middle managers benefiting from this training.

The Programme to Support the Development of the Public Administration in Guinea aims to strengthen the Guinean administration by improving the quality and competences of its officials, both women and men, and establishing a robust, sustainable and effective in-service training institution.

More specifically, the project aims to strengthen the capacities of the Centre for the Development of Administration to enable it to fulfil its mission and train middle managers, focusing on aspects such as feminisation, ethics, and the consideration of people with disabilities.

To this end, the programme is based on two lines of action:

• Strengthen the capacities of the National Institute for Training and Development to steer and manage training provision in public administration
• Practical training for middle managers, with an approach strongly focused on feminisation, ethics, and the consideration of people with disabilities.

A Memorandum of Understanding has been signed between Expertise France and the Ministry of Labour and Public Administration of Guinea to set out the implementation arrangements for the project and ensure that the final beneficiary is fully involved at each stage.

A monitoring-evaluation plan will be developed with support from an expert on the issue. It will subsequently be deployed by the team throughout the project, and will conclude with a single evaluation at project completion.
