The Project to Improve Public Finances in Mali aims to help the Malian State increase its financing capacity and thereby contribute to strengthening financial governance at the central, devolved and decentralised levels.
The reform of public finance management is a major issue for Mali’s development. Indeed, it aims to increase the resources of the central State and local authorities, while supporting the transfer of financing and competences to ensure that there is an effective and high-quality management of public action at the regional level.
The Project to Improve Public Finances in Mali (PAAMEFIP) is being implemented in a context of optimising the fiscal space in order to promote the transparency and effectiveness of public expenditure. The objective is to achieve the growth and sustainability development targets set out in the Strategic Framework for Economic Recovery and Sustainable Development (CREDD).
Promoting the mobilisation of domestic resources
PAAMEFIP is taking action on the mobilisation of domestic resources. It aims to increase the financing capacity of the Malian State at the central, devolved and decentralised levels in order to improve financial governance.
The project is based on three components:
- Better understanding the tax base;
- Collecting taxes, duties and levies;
- Transparency and accountability.
The improvement in the transparency and accountability of public institutions will also contribute to improving relations between the State and citizens.
Working closely with institutions and local authorities
The activities of PAAMEFIP are being implemented in all the central services and services attached to the Ministry of Economy and Finance. They are providing support and technical expertise to the following structures:
- General Secretariat of the Ministry of Economy and Finance: improve the institutional organisation of the management of the economy and development planning
- Directorate General of Customs: increase the mobilisation of customs revenues
- National Directorate of the Treasury and Public Accounting: support the introduction of an operational mechanism to mobilise the specific taxes of local authorities and modernise their financial and accounting management
- Directorate General of Taxes: support taxation in the informal and agriculture sectors
The project is also working with six pilot municipalities (from Bamako to Ségou). It is providing them with appropriate strategies and tools to conduct an inventory of their taxes and mobilise them.
