The C4CA Project: fostering digital connectivity in Central Asia
The Team Europe Initiative (TEI) for Digital Connectivity in Central Asia was launched in January 2025. Its goal is to promote digital connectivity and the development of the digital economy in five countries: Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan.

With this project, Team Europe seeks to mitigate the connectivity gap in the region by developing a broadband internet network and supporting investments in satellite constellations and the terrestrial infrastructure deployment. The objective is to reduce the digital divide and generate positive benefits for the economy in general, especially for people in isolated and marginalised communities.
An initiative based on two pillars: infrastructure development and capacity-building
The TEI is designed based on two action priorities:
- A “hard pillar”, whose objective is to install infrastructure (a satellite constellation and ground infrastructure) that facilitate the deployment of high-speed internet in remote areas of Central Asia.
- A “soft pillar”, which provides technical assistance to promote safe and inclusive access to satellite connectivity and its use in Central Asian countries, especially for women, young people and the most marginalised groups.
Expertise France’s action as part of the TEI’s soft pillar
Expertise France is working on the TEI’s soft pillar: connectivity for Central Asia. Our action focuses on institutional capacity building, policy harmonisation, and inclusive use of connectivity. In this way, we are addressing four major objectives:
- Promoting the development and use of ICT connectivity through the development of policies and regulations designed and validated using a multi-stakeholder approach.
- Improving transparent and inclusive access to public and private connectivity services, with a focus on rural areas, gender equality, and marginalised people.
- Promoting the use of satellite technologies to foster local digital innovation and address local challenges.
- Build cybersecurity capacity and raise awareness among stakeholders and establish comprehensive cybersecurity frameworks.
Activities are implemented in a cross-cutting way to support the mainstreaming of gender and human rights aspects.
A project rooted in the European Union strategy
C4CA project implementation is taking place against a background of a significant strengthening of EU-Central Asia relations, based on a multidimensional partnership. Recent initiatives, such as the EU strategy on Connecting Europe and Asia and the Digital Decade action agenda, offer valuable models and expertise to support the region’s digital transformation.
The consortium of implementing agencies from the EU Member States will align with the EU strategic vision, thus ensuring that project implementation reflects the EU’s fundamental values of security, sustainability, and respect for fundamental rights.
