The aim of this project is to strengthen cooperation between Morocco, Mali, Senegal and Côte d'Ivoire to promote concerted governance of migration, fostering regional development, the protection of migrants and South-South mobility, as part of a triple win approach (region of origin, region of destination and migrant).
Situated between Europe and sub-Saharan Africa, Morocco has had an ambitious migration policy for a number of years, which aims both to strengthen Morocco's ties with its nationals living abroad and to promote the integration of immigrants, particularly from West Africa, in Morocco.
This Moroccan migration policy goes hand in hand with growing South-South mobility.
With this in mind, Morocco has been committed for several years to strengthening its cooperation with sub-Saharan countries on migration issues. To this end, memoranda of understanding have been signed with Senegal (in June 2013), Côte d'Ivoire (in January 2015) and Mali (in February 2019). These cooperation agreements provide a basis for concrete cooperation initiatives in the field of migration.
Indeed, despite the specificities of their migration situation, the four countries face many common challenges linked to the development or implementation of their migration policies. They also share similar issues relating to the diaspora, the reintegration of returning migrants, the integration and protection of migrants and the facilitation of regular migration.
Morocco's collaboration with these three West African countries thus represents a major potential for mutual learning on migration issues.
This is the background to the ‘South-South Cooperation on Migration’ project. This project is co-financed by the European Union and the German Federal Ministry for Economic Cooperation and Development (BMZ). It is being implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and Expertise France.
The project was officially launched on 28 June 2019 in Rabat, after a 6-month start-up phase.
Objective: to strengthen South-South cooperation on migration issues
The project aims to strengthen South-South cooperation on migration, which is a constituent element of a regional system for the governance of migration between Morocco, Senegal, Côte d'Ivoire and Mali.
More specifically, the aim is to encourage and promote the sharing of experience and the transfer of practices in the area of migration between institutional, administrative and non-governmental stakeholders in the four countries concerned.
Logic of intervention
The South-South Cooperation project supports Morocco, through the Ministry for Moroccans Residing Abroad and Migration Affairs (MDCMREAM), and Côte d'Ivoire, Mali and Senegal respectively, in the practical implementation of reciprocal commitments in the field of migration, based on action plans drawn up jointly by these countries.
To this end, national and international expertise is positioned in each of the four countries to support dialogue and cooperation between stakeholders and contribute to the implementation of joint actions in the following areas:
- Migration and development, with particular reference to policies and practices for mobilising diasporas at national, regional and local levels
- Access to migrants' rights, from the point of view of integration and reintegration
- South-South mobility in a triple-win approach (countries of origin, host countries and migrants).
The vast scope of the project requires a dynamic methodological approach comprising four stages:
- Preliminary diagnostics and knowledge building ;
- Capacity-building for public stakeholders, decentralised players and civil society;
- Deployment of skills through pilot actions;
- Institutional capitalisation and strengthening dialogue and cooperation.
Expected outcomes
- The memoranda of understanding on migration between Morocco and Côte d'Ivoire, Mali and Senegal will be made operational through annual action plans.
- At least three activities included in each of the three bilateral action plans will be implemented.
- Stakeholders in South-South cooperation will see their knowledge of the policies, strategies and approaches of other partner countries in the area of migration strengthened.
- At least 500 people, at least 20% of whom will be women, will have taken part in exchanges, bi- or multilateral training, internship, volunteer or study programmes.
