The aim of this project is to strengthen cooperation between Morocco, Mali, Senegal and Côte d'Ivoire to promote concerted governance of migration, fostering regional development, the protection of migrants and South-South mobility, as part of a triple win approach (region of origin, region of destination and migrant).

Situated between Europe and sub-Saharan Africa, Morocco has had an ambitious migration policy for a number of years, which aims both to strengthen Morocco's ties with its nationals living abroad and to promote the integration of immigrants, particularly from West Africa, in Morocco.

This Moroccan migration policy goes hand in hand with growing South-South mobility.

With this in mind, Morocco has been committed for several years to strengthening its cooperation with sub-Saharan countries on migration issues. To this end, memoranda of understanding have been signed with Senegal (in June 2013), Côte d'Ivoire (in January 2015) and Mali (in February 2019). These cooperation agreements provide a basis for concrete cooperation initiatives in the field of migration.

Indeed, despite the specificities of their migration situation, the four countries face many common challenges linked to the development or implementation of their migration policies. They also share similar issues relating to the diaspora, the reintegration of returning migrants, the integration and protection of migrants and the facilitation of regular migration.

Morocco's collaboration with these three West African countries thus represents a major potential for mutual learning on migration issues.

This is the background to the ‘South-South Cooperation on Migration’ project. This project is co-financed by the European Union and the German Federal Ministry for Economic Cooperation and Development (BMZ). It is being implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and Expertise France.

The project was officially launched on 28 June 2019 in Rabat, after a 6-month start-up phase.
