Hakama II – Technical assistance for the implementation of more efficient and transparent public management under Morocco’s LOF

This project is part of the HAKAMA II programme to strengthen public governance, financed by the European Neighbourhood Instrument. The Hakama II programme follows on from the Hakama I programme (€92m, 2013-2018) which had three objectives: improve budgetary performance and transparency; improve the quality of public services and promote citizen participation and control; and increase the transparency, fairness and efficiency of the tax system.

The HAKAMA II programme (€100m) aims to support the practical application of these principles to the management of all public resources in order to improve the effectiveness and efficiency of administrations.

The project has three objectives:

1) Support the effective implementation of all the pillars of the Organic Law relating to the Finance Laws (LOF), including the accountability of all the actors in the budget cycle and the dissemination of a performance culture.

2) Improve the mobilisation of public resources, by strengthening the management and professionalisation of the exercise of the duties of the Directorate-General of Taxes.

3) Assist the Ministry of the Economy and Finance with the implementation of the administration reform.

Sustainability is a key factor of our strategy in order to ensure the project’s success. Our objective is to ensure the sustainability of the knowledge and practices acquired by the beneficiary and other stakeholders during the project.

To achieve this objective, we are focusing on:

• Involving the beneficiary and stakeholders throughout the duration of the project, in order to maximise their ownership of the project and the alignment of the actions with the needs identified;

• Maximising the transfer of skills to the beneficiary, stakeholders and local experts through formal and informal training (training sessions, seminars, working groups, study visits, etc.);

• Enabling the beneficiary to acquire training skills in order to transfer and disseminate the knowledge and skills acquired during the project.

On 19 July 2022, the mid-term seminar of the HAKAMA project was held, with the objective of taking stock after 18 months of implementation and presenting the major achievements:

• Development and dissemination of a circular from the Head of Government on the role and responsibilities of programme managers with the holding of the first forum of programme managers;
• Establishment of the management control system within the ministerial departments;
• Validation of the master plan for the digital transformation of the Budget Directorate;
• Development of the 2021-2023 training plan with capacity building for 300 managers;
• Editing and publishing the new version of the citizen budget report;
• Drafting of the budget execution report and the three-year macroeconomic framework;
• Progress on the recasting of the nomenclature of investment projects;
• Support for the implementation of a local survey on unemployment...

In a second phase, the emphasis was placed on three strategic activities of the project, namely: the digitalisation of the budget department, the implementation of a harmonised management control system within the ministerial departments and the reinforcement of the regional capacities of the Haut-Commissariat au Plan in the framework of advanced regionalisation.
