The project aims to improve the academic performance of Tunisian students by helping the Ministry of Education and Ministry of Higher Education strengthen their skills in the languages of instruction (Arabic and French).
An education system held back by learning gaps in Tunisia
Through its central Mediterranean location, Tunisia is linguistically diverse, which is reflected in its multilingual education system. This distinctive feature makes Tunisia a cosmopolitan country with a diversity of cultures.
The latest evaluations and studies conducted in Tunisia highlight a deficient quality of education. One of the reasons for this low performance is the deterioration of reading literacy, which disadvantages young Tunisians in all sectors.
On 19 November 2022, on the sidelines of the Francophonie Summit in Djerba, the Tunisian Ministry of Education, the Government of the French Republic and the European Union signed a joint declaration expressing their intention to work together on the implementation of a language teaching programme. It involves the relevant Tunisian ministries, with financial support from Agence Française de Développement and the European Union through the mobilisation of part of the PASE (Integrated Education Sector Support Programme).
This €65 million programme aims to improve inclusion and the performance of the education system in Tunisia.
PARLE: Strengthening the language skills of Tunisian students
As part of the PASE programme, Expertise France is implementing the PARLE project, which aims to improve and strengthen the language skills of students in Tunisia. This project is co-financed by the European Union (€8 million) and AFD (€6 million).
It is based on four main lines of action:
- Improve pre-service training for primary school teachers to better develop the language and teaching skills of future teachers through a redesigned and gender-responsive teaching method
- Develop teaching and learning resources (including gender issues) for and by teachers and make them available for their use in class
- Increase the attractiveness of Arabic and French, the languages of instruction in the Tunisian education system, and promote the use of them through ethical and inclusive approaches and measures
- Develop mechanisms and strategies to capitalise on the various activities carried out throughout the project, and develop monitoring and evaluation tools to enable subsequent decision-making based on documented data and evaluations
