CBRN — Chemical, Biological, Radiological and Nuclear: four letters that embody threats that are often invisible, but have potentially devastating repercussions on public health, the environment and global security. In an increasingly interconnected world, how can we effectively anticipate, detect and manage these complex risks?
CBRN Risks: Panorama
The Ebola epidemic in West Africa (2014-2016) and the explosion in the port of Beirut (2020) are poignant examples of the cross-border impact of CBRN incidents. These crises, which have affected populations, infrastructures and ecosystems, are a reminder of the importance of prevention, international coordination and strengthening national capacities to better protect populations.
Expertise France has been playing a key role for over ten years in the implementation of European CBRN risk reduction policy, particularly through the CBRN Centres of Excellence Initiative launched by the European Union in 2010. Through about twenty projects carried out on the Atlantic and East coasts of Africa, as well as in Central Asia, the agency has contributed to the development of legislative frameworks, the adoption of common standards and the introduction of appropriate training, thereby strengthening the capacity to respond to the threats posed by CBRN risks.
To mark the anniversary of the Biological and Toxin Weapons Convention (BTWC, 26 March 1975) and in line with International Disarmament Awareness Day (5 March), this Rendez-vous de l'Expertise brought together international experts, decision-makers and local practitioners. Together, they discussed the tools needed to anticipate and manage these risks, whether legislative, technical or human.
What is a #RDVExpertise?
Les Rendez-vous de l'Expertise is a series of conference-debates based on a format inspired by TV programmes. Each session tackles a major issue in international cooperation through two round tables featuring international experts and practitioners. These discussions - held face-to-face or in duplex from different priority geographical areas - highlight the diversity of the players in the sector. Through direct dialogue, the speakers share their analyses, field experiences and perspectives on contemporary challenges.
