COP26: the role of technical cooperation in public climate-related policies

The 26th annual UN climate conference, under the presidency of the UK and in partnership with Italy, is being held from 1 to 12 November 2021. Expertise France will be at several side events, in the context of the various projects it implements on climate issues.

As a public international technical cooperation agency, Expertise France helps partner cities, countries and regional organisations mainstream climate issues into their policies and programmes. It thereby contributes to the Sustainable Development Goals (SDGs) and objectives of the Paris Climate Agreement.

During the 26th annual UN climate conference, held in Glasgow from 1 to 12 November, Expertise France, as an international technical cooperation operator, promoted the projects it carries out in the context of the implementation of the Paris Agreement and the fight against climate change, with a particular focus on Africa and Latin America. Expertise France has various types of operations on these issues depending on the needs. They include:

• Support for the development and implementation of climate strategies and public policies integrating climate change issues;
• Support for the monitoring, implementation and revision frameworks of the Nationally Determined Contributions (NDCs);
• The identification and support for innovative projects for the fight against climate change and for adaptation;
• The promotion of inclusive climate governance through a national and regional political  dialogue.

Official launch of Colombia’s national low-carbon strategy (2050 Strategy) in the presence of President Ivan Duque

Since 2019, Expertise France has been assisting Colombia with the development and formulation of the national long-term low-carbon strategy via the 2050 Facility project financed by Agence Française de Développement (AFD).

At COP26, the official launch of the national low-carbon “2050 Strategy” was held on Monday 1 November in the presence of President Ivan Duque, the Minister of the Environment, Carlos Eduardo Correa, the President of the Inter-American Development Bank,  Mauricio Claver Carone, and Philippe Lacoste, Director of Sustainable Development at the Ministry for Europe and Foreign Affairs. The Chief Executive Officer, Jérémie Pellet, held discussions with President Duque and the Mayor of Bogota, Claudia Lopez, which contributed to building closer ties with Colombia.

On the occasion of his visit to Paris, President Ivan Duque held discussions with Emmanuel Macron. During a joint statement, the French President underscored the “common ambitions” of our two countries and mentioned the role of AFD and Expertise France in France’s support to Colombia for the definition of a 2050 low-carbon strategy.

Other more technical events were held in the Colombia Pavilion to present the key issues of this national low-carbon strategy, including the opportunities offered by nature-based solutions and the decarbonisation of Colombia’s electricity sector.

Actions supported in Africa showcased through Adapt’Action and GCCA+WA projects

The projects implemented in Africa were showcased through Adapt’Action and GCCA+WA projects in the European Union Pavilion.

Nicolas Chenet, Director of Expertise France’s Sustainable Development Department, attended an event organised by Expertise France in partnership with AFD and ECOWAS: “Working on various levels of public policies in West Africa to address the challenge of the implementation of the Paris Agreement”. 

 

 


Prof. Wilson Tarpeh, Director of Liberia’s Environmental Protection Agency, Frédéric Zakpa, Director of Climate Change at Côte d’Ivoire’s Ministry of Environment, and Alain Sy Traoré, Director of Agriculture and Rural Development at the Economic Community of West African States (ECOWAS) were there to present their progress.

This event was an opportunity to discuss the importance of working at various levels of public policies for the effective implementation of the Paris Agreement.

GCCA+WA: presentation of the process to develop the ECOWAS regional climate strategy

Financed by the European Union and implemented in partnership with ECOWAS, the GCCA+ project aims to build the capacities of regional institutions and their member countries, and bring about innovative adaptation solutions to contribute to the implementation of the Paris Climate Agreement.

An event concerning the GCCA + WA project was held in the Africa Pavilion to present the importance of regional organisations in the fight against climate change and, in particular, present the process to develop the ECOWAS regional climate strategy which Expertise France has supported.

EUROCLIMA+: 18 Latin American countries assisted with the implementation of the Nationally Determined Contributions (NDCs)

EUROCLIMA+ is the European Union’s regional programme which helps 18 Latin American countries tackle climate change by contributing to sustainable and resilient development. Expertise France is implementing the “Forests, Biodiversity and Ecosystems” and “Resilient Agricultural Production” components in partnership with GIZ.

This week, Expertise France will be taking part in two side events through the EUROCLIMA+ programme, which is assisting 18 Latin American countries with the implementation of their NDCs by financing innovative projects and promoting a national and regional political dialogue.

• 10.11: a more specific event for scaling up nature-based solutions for the implementation of the NDCs in Latin America and the Caribbean, organised by GIZ with the participation of Expertise France.

• 11.11: an event organised by Expertise France and Costa Rica’s Tropical Agricultural Research and Higher Education Centre (CATIE) to present the financing needs of Latin American countries for their processes to transform the agriculture sector towards food systems with low levels of greenhouse gas emissions. The proposals for action of four countries will be discussed with a panel of speakers accredited by the Green Climate Fund.
