Taxation is an essential lever for mobilising the resources needed to run the State. It also guides economic decisions while helping to strengthen social justice. This Rendez-vous de l'expertise provided an opportunity to look back at the difficulties faced by modern tax authorities in fulfilling their missions, while presenting the new practices adopted by the administration to remedy the situation.
Taxation and Social Contract: View from the field
Taxation plays a key role in providing the State with the financial resources it needs to operate and implement public projects. However, its impact is not limited to this aspect: it also guides the choices made by economic players. As a public policy tool, taxation can promote social equity by responding to imbalances, whether structural or cyclical. It can also encourage citizen involvement and contribute to the legitimacy of institutions.
In other words, paying tax means joining the social pact and helping to build a shared society.
So, if taxation plays a central role in building a community, is a low tax burden necessarily a sign of a weakened social contract?
What impact does low tax collection have on social cohesion in the countries concerned?
Does the political and institutional instability illustrated by the increasing number of coups d'état in the region reflect, in a way, the inability of states to establish a fair and solid social contract?
Should the performance of a tax policy be assessed solely on the basis of the amount of revenue collected?
