Public finance modernisation in Vietnam: closing of the project to support the State Audit Office

As part of the European Union Public Finance Modernisation Programme in Vietnam (EU-PFMO), signed on 30 December 2014 between the European Union and Vietnam, Expertise France has assisted the State Audit Office of Vietnam (SAV) with its process to strengthen human resources management and audit techniques and methodologies. The closing ceremony for the project to support the State Audit Office of Vietnam (SAV) was held on 17 December 2019 and conducted a review of the past 43 months.

A partnership-based approach between peers

The State Audit Office of Vietnam (SAV) is the supreme institution for public finance control. It plays a key role in the control of the good governance of the State and the transparency and accountability of public action. To support its development until 2020, in 2010, SAV produced a development strategy under which the project has been carried out with the aim of:

1. Strengthening human resources management,

2. Aligning its audit methodology and techniques with international standards and good practices.


Expertise France, which was responsible for the project coordination, relied on a consortium of 4 European supreme audit institutions (France, UK, Latvia and Portugal) to promote an exchange of experience and expertise between peers. The project also relied on local actors to maximise ownership of the project outcomes by SAV.

Contributing to creating the conditions for an effective control and assessment

The project has contributed to the production of major deliverables to support SAV’s development and its mandate to control public finance management in line with the highest international standards.

SAV’s Human Resources Department has been assisted with staff management, as a result of the continuous increase in the number of auditors since it was set up in 1994 and the rise in recruitments until 2020, and in strengthening the in-service training of auditors in relation to a sound needs analysis.

SAV has also benefited from considerable support to strengthen the entire audit cycle (planning, methodology, communication, post-audit monitoring). This has included the production of a Financial Audit Manual and its training materials, a guide on strategic audit planning and the organisation of 17 workshops and training sessions gathering a total of over 700 participants.
