PARSEC: Handover of equipment to the national Gendarmerie and Civil Protection of the Mopti region

On 12 July 2019, Expertise France officially handed over the ownership papers of six speedboats and two ambulances to the Malian internal security forces (FSI), during a ceremony in the presence of the Malian Minister of Security and Civil Protection (MSPC), the General of the Salif Traoré Division, and the European Union Ambassador to Mali, Alain Holleville.

These speedboats will be used by the National Gendarmerie to monitor and control river navigation and by Civil Protection to rescue shipwreck victims on the Niger River. The provision of this equipment to FSI will be followed by a one-month training course for pilots and sailors from the National Gendarmerie and Civil Protection and completed by training for response personnel.

This delivery is part of the Programme of support for enhanced security in the Mopti and Gao regions and for the management of border areas (PARSEC), a EUR 29m project – i.e. over FCFA 19bn – financed by the European Union Emergency Trust Fund for Africa and implemented by Expertise France. The support focuses on strengthening the institutional framework and delivering specific equipment allowing the units of the National Gendarmerie and Civil Protection to carry out their missions for the community: construction and rehabilitation of infrastructure, individual and collective material and equipment, means of communication, maintenance, etc.

 

 

Helping national authorities secure central Mali

PARSEC is a key project in the European strategy for the stabilisation of Mali and has been designed as an initial response to the shift of insecurity from the north towards the centre of the country. It aims to contribute to stabilising Mali’s Centre region by improving the security of populations, the control of the territory and the management of border areas by State services, in keeping with the rule of law.

PARSEC has been developed with support from the EUTM and EUCAP Sahel Mali missions and is part of a broader European Union action that aims to strengthen security and development in Mali’s Centre area. It is based on three main areas of action from the Integrated Security Plan for Central Mali (PSIRC):

 • Support for restoring security,

 • Support for the dialogue between the population and defence and security forces,

 • The return of basic social services and activities to boost the development of the local economy.
