Vocational training in Angola: Start of a diagnostic in 6 provinces to better identify needs

In December 2018, a baseline study started in the context of the RETFOP project. This project, which covers 6 Angolan provinces (Luanda, Huambo, Uige, Moxico, Benguela and Huila), aims to modernise vocational education in Angola, so that the country has a skilled labour force that meets the needs of its economic development, and thereby to contribute to reducing youth unemployment. It is financed by the European Union and implemented by the Camões Institute and Expertise France, working closely with their Angolan partners.

The baseline study will last three months and will make it possible to update the current context in terms of technical and vocational education, vocational training and employment, and thereby adjust, where necessary, the intervention logic.

The study will also make it possible to define the baseline scenario for certain project indicators, as well as the targets to be achieved at project completion.

A priority for the Angolan Government

During the first meeting of the project’s Technical Coordination Committee (TCC), which took place on 10 December 2018, the Angolan authorities confirmed the importance of the project for the Angolan Government in the process to modernise technical and vocational education and training, in order to support the National Staff Training Plan (2013-2020).

Indeed, in 2014, Angola had 10.5% of young people without employment, an undiversified economy (mainly focused on the oil industry) and with some 52% of working people who did not have any qualifications. Consequently, this plan aims, by implementing various programmes such as the RETFOP project, to ensure the training and qualification of qualified human resources able to match the country’s needs in terms of development in the sectors identified and to promote the dynamic adjustment between training needs and provision.

During this meeting, the activities implemented and ongoing, in particular the baseline study, as well as the programming of activities for the 1st quarter of 2019, were presented. Consequently, in early 2019, the various institutional partners (France, Portugal and Angola) will be confirmed for the implementation of all the activities, in particular for the training of teachers and the training of trainers and managers of technical schools and training centres.
