Closing of SHARAKA: review of a cooperation model for migration and mobility

In the context of the Mobility Partnership between Morocco and the EU signed in 2013, for just over 3 years, SHARAKA has assisted Moroccan institutions in the implementation of their New Migration Policy. The SHARAKA closing ceremony, which was held on 15 and 16 November in Rabat, provided the opportunity to review the work achieved throughout the project, which is an innovative model for cooperation on migration, mobility and development.

An innovative partnership-based approach

Morocco is at the same time a country of origin, host country and transit country. It is central to migration, mobility and development issues and plays a key role between Europe and Africa in this field. The SHARAKA project was set up in this context, with financing from the EU, France and the Netherlands, with the aim of assisting Moroccan institutions in four main thematic areas:

 • The mobilisation of the skills of Moroccans residing abroad (MRE) for Morocco’s development;

 • The vocational integration of regularised immigrants in Morocco;

 • Assistance for the legal migration of Moroccan workers in Europe;

 • Assistance for the reintegration of Moroccan citizens returning to Morocco.

Exchanges of experiences and skills between European and Moroccan administrations have been central to SHARAKA. Expertise France, which was responsible for coordinating the project, mobilised the public expertise of 7 partner member States to address the needs of the Moroccan institutions involved – the Ministry Delegate for Foreign Affairs and International Cooperation, in charge of Moroccans Living Abroad and Migration (MCMREAM), and the National Agency for the Promotion of Employment and Competencies (ANAPEC).

SHARAKA promotes dialogue between peers and the involvement of actors in the field. It is consequently based on an innovative approach to international technical cooperation on the theme of migration.

New dynamics to be extended and made sustainable

A series of deliverables developed in the context of SHARAKA has provided practical support for the implementation of Morocco’s migration strategy. For example, a mapping identifies the various Migration & Development actions in Morocco, while another looked at the characteristics of MRE in Europe, with the aim of more effectively mobilising their skills. They were both designed to be tools to guide Moroccan public policies.

Other flagship initiatives include the PRIMO programme, set up in Oriental, a historical region for emigration. This pilot project supported the regionalisation of the migration policy desired by the Moroccan authorities.

Consequently, SHARAKA has opened up new prospects in terms of the mobilisation of diasporas, the integration of migrants, the reintegration of citizens returning home, and support for legal migration. For Gilles Cressan, Project Manager, one of SHARAKA’s main contributions has been that it is a precursor for new forms of cooperation, both in Morocco and in other countries in the region – such as Tunisia, where Expertise France is currently implementing the Lemma project in partnership with OFII, with EU financing.
