Crisis prevention and response

In the event of a natural disaster or a chemical, biological, radiological, nuclear or explosive incident (CBRN-E), the safety of people mainly depends on the responsiveness of those who arrive first on the scene and the effectiveness of their action. Training civil protection professionals or firefighters is consequently a priority for crisis management and risk protection. Expertise France develops a cross-cutting long-term strategy for operations to meet the international cooperation objectives for crisis prevention and management.

Expertise France’s risk prevention operations support controls on strategic trade (weapons, dual-use goods). It also conducts analyses on CBRN-E risks and promotes non-proliferation. The agency builds the capacities of States in the civil protection and security sector, while conducting immediate actions to assist populations in response to pandemics, natural and technological disasters and malicious acts (e.g. terrorism).

Expertise France contributes to the European policy for CBRN-E risk mitigation via the CBRN Centres of Excellence initiative, which aims to strengthen cooperation between governments and international partners to effectively counter CBRN risks. Expertise France has been designated as the lead agency for French expertise in this sector and is implementing around ten of the Initiative’s 54 projects in all its geographical areas of operation.


Expertise France and its European partners combat the accumulation of weapons and the proliferation of means of mass destruction by building capacities to control exports of “dual-use” goods (DUG) and technologies – meaning they may be used for both civilian and military purposes – to territories outside the European Union, with financing from the instrument which contributes to stability and peace in the EU.

The agency relies on the public expertise of France’s civil security to build the technical and operational capacities of civil protection services in West Africa and North Africa by training, modernizing and equipping its partners’ units.

European administrations and research institutes, the Directorate for Security and Defense Cooperation (DCSD) of the French Ministry for Europe and Foreign Affairs (MEAE), and Directorate General for Civil Security and Crisis Management (DGSCGC) of the Ministry of the Interior support our operations. In the CBRN-E sector, Expertise France also supports the initiatives of public-private partnerships, particularly those which provide technical and innovative solutions.
