The modernisation of the State and its administrations is a key factor for a coherent and effective implementation of public policies. It meets the increasing expectations of citizens with regard to the State in terms of the provision of public services and provides an opportunity to increase citizens’ confidence in the public administration and the State as a whole.

Since 2010, Greece has made the reform of public administration one of its priorities and has implemented major changes in this field. Expertise France, with financing from the European Commission, is continuing to support Greece, building on the longstanding relations between Greece and France. It is using peer-to-peer cooperation among administrations, enhanced by the best practices of other European countries.

Assisting the Greek Government with the reform of its administration

The cooperation between France and Greece has developed over time in order to adapt to the new priorities of the Greek administration.

Expertise France has been implementing the Project to Support the Reform of the Greek Administration and its Digital Transformation since 2019. It aims to support the Greek Government’s objective of bringing public services closer to its citizens and companies and making them more efficient and accessible, while improving the quality and overall structure of its administration.

The project is based on three main areas of operation:

• Improving the development and dissemination of public policies;
• Reforming human resources in the public service;
• Implementing the digital transformation of the administration.

The assistance under the project is provided through operational support to the entities of the Presidency of the Government, the Ministry of the Interior and the Greek National School of Administration on issues related to human resources management in the administrations, and to the Ministry of Digital Governance.

Tools for public services

The public services will be provided with a set of tools at the project completion. They will facilitate:

The planning, monitoring and evaluation of legislative output and the integration of the Sustainable Development Goals into public policies;

• The entry into force of new laws and policies for the modernisation of human resources management and the introduction of teleworking in the public sector;

• The establishment of strategies and mechanisms to support the implementation of the digital transformation portfolio and key initiatives in areas such as the simplification of processes, digital skills, artificial intelligence and cybersecurity.
