Strengthening air transport safety in Turkey
Turkey has, in the past few years, experienced a spectacular growth in its air transport. Between 2010 and 2015, the number of passengers carried by Turkish air carriers has doubled, to reach around 100 million in 2015.
The complexity of the tasks entrusted to civil aviation oversight authorities, as well as the significant increase in traffic have required the reinforcement of the capabilities of the Turkish authority in charge of the safety and security oversight of air transport.
A Franco-Romanian consortium to manage the project
For this project, a Franco-Romanian consortium has been selected by the EU.
Thanks to its recognized expertise in the field of aeronautics, France is working in partnership with Romania to carry out this 3 year twinning project with Turkey.
Expertise France is responsible for the administrative and financial implementation of this twinning project, which budget of € 2.5 million is financed by the EU and Turkey.
In liaison with the resident adviser in Ankara and the 40 European experts involved, Expertise France plays a valuable role in advising on the project's operational, legal and accounting best practices.
Convergence of regulations and procedures
After a first phase of defining the needs of Turkish Directorate General of civil aviation, the project started its activities devoted to the convergence of Turkish regulations and methods with EU ones in February 2016. A total of 80 personnel, from the 200 TDGCA total workforce, based in Ankara, are expected to participate in the activities of this second phase.
In France, the Directorate General of Civil Aviation (DGAC) and the National School of Civil Aviation (ENAC) have welcomed Turkish civil servants, in particular in the fields of aeromedicine, air navigation or aerodromes' certification.
In Bucharest, the Romanian Civil Aviation Authority (ROCAA) has also welcomed several Turkish experts. The standards to be implemented in the field of drone’s airworthiness were at the heart of one of these meetings.
This twinning, which will end in August 2017, is part of the twinning programmes which are promoted by the EU in its neighboring states and EU candidate countries.
