Expertise France is taking action for the economic transition in Sudan

Paris, 21 May 2021 – On the sidelines of the international conference to support the Sudanese transition, the Minister of Finance of the Republic of Sudan, Djibril Ibrahim, held discussions with the Chief Executive Officer of Agence Française de Développement (AFD), Rémy Rioux, and the Chief Executive Officer of Expertise France, Jérémie Pellet. This meeting reaffirmed Expertise France’s commitment to support the reforms initiated by the Government, in particular for flagship projects in Sudan.

Sudan is currently experiencing a transition period. After 30 years of dictatorship, the country has been through a peaceful revolution which has led to a power-sharing agreement between the armed forces and civilian opposition groups. This agreement has given rise to the establishment of a technical government led by civilians, which has been in place since September 2019. Three priorities have been identified for the transition: peace, economic stabilisation and the preparation of democratic elections in 2023.

Expertise France is working on large-scale projects in Sudan

In this context of transition, Expertise France is implementing three projects in Sudan based on improving public finance management, financial stability and education.

• The project to support the economic transition, funded by the European Union with €6 million, aims to support the commitment of the transition authorities and Sudanese administration to demonstrate the integrity and sound management of their public finances, a strategically important issue for the country. The aim of this project to support the Ministry of Finance and Economic Planning, the Central Bureau of Statistics, the Court of Auditors and the Central Bank of Sudan is to implement a roadmap of reforms based on capacity building in the fields of statistics, taxation, the governance of public enterprises and external control. Expertise France is also working on improving the quality of assets in the financial sector.

The project to support the Central Bank, financed by AFD, aims to strengthen the compliance systems of the Central Bank of Sudan to allow it to observe international regulatory and macro-prudential standards. Furthermore, Expertise France is working to improve procedures to fight against money laundering and terrorist financing (AML-CFT) in order to harmonise them with international good practices and standards.

• The objective of the EQUIP – Education Quality Improvement in Sudan programme is to contribute to improving access to basic education and its quality. Expertise France is working on the component for pre-service teacher training. In this context, the agency is helping the Sudanese Ministry of Higher Education and Ministry of General Education to improve teacher training programmes and strengthen pre-service training for primary school teachers.

Expertise France is mobilising French public expertise for the implementation of these projects, in particular in partnership with France Education International and public experts from France’s traditional partner countries, such as Tunisia and Algeria.

Through these projects, Expertise France’s action is demonstrating France’s commitment to the Republic of Sudan and its support for the continuation of the ongoing democratic transition.
