Peer-to-peer cooperation during Covid-19: A new modality for SOCIEUX+

To continue to support its partner countries during the current health crisis, SOCIEUX+ has extended its technical cooperation modalities to include remote support. It aims to improve the responses to the crisis caused by the Covid-19 pandemic in terms of social protection, labour and employment. SOCIEUX+ has also contributed to a survey to measure the impact of Covid-19 on public employment services in over 100 countries, the findings of which will be presented on 29 June.

At this difficult time, global peer-to-peer cooperation is more important than ever. The capacity to rapidly exchange information about the lessons learned from this global pandemic is essential in ensuring equitable and inclusive social protection systems and employment policies.

Drawing on its expertise in knowledge and experience sharing between practitioners from European Union Member States and its partner countries, SOCIEUX+ can contribute to providing interested institutions with appropriate responses.

A new remote technical assistance modality

SOCIEUX+ is offering a new technical assistance modality to help mitigate the impact of the Covid-19 pandemic through actions in the social protection, labour and employment sectors. A simplified process to request remote technical assistance for targeted activities is now in place (see the simplified form and all the details).

At the same time, SOCIEUX+ is ensuring that cooperation with its partners is maintained by offering, as far as possible, to adapt activities that were initially planned in the field. Through various platforms, remote work is currently encouraged in order to continue the ongoing activities and exchanges between our partners and European practitioners.

A survey on the impact of Covid-19 on employment

The World Association of Public Employment Services (WAPES), in partnership with the International Labour Organization (ILO), European Commission, Inter-American Development Bank (IDB) and SOCIEUX, has launched a survey to measure the impact of Covid-19 on public employment services in over 100 countries.

The objective was to assess their strategy to adapt to the health and economic crisis situation and anticipate the main areas for their operations in the coming months. This survey has allowed us to make observations in 4 areas: 

• The prevention and support measures for the economy

• The measures to maintain public employment services

• The measures to organise services

• Existing or potential problems in the functioning of the labour market

 

The findings of this survey, which was carried out from 2 April to 28 May, will be presented on 29 June. The videoconference will share the initial findings of the joint survey and initiate common reflection on the main steps to be taken to address these new challenges. It is aimed at all public employment services and particularly those that have contributed to this survey through their responses, their partners, academics and anyone interested in employment and labour market issues.

Based on the model of exchanges between counterparts, SOCIEUX+ shares European knowledge and experience through short-term missions, which are generally conducted by experts from various public administrations.

SOCIEUX+ offers technical assistance to over 155 countries, tailored to their needs in terms of social protection and employment policy, through activities organised on request. Since it was set up in 2014, SOCIEUX+ has implemented over 256 activities in 45 countries, with a total of 7,600 days of activities.

The initiative is implemented by an association led by Expertise France, with the International and Ibero-American Foundation for Administration and Public Policies (FIIAPP), Belgian International Cooperation on Social Protection (BELINCOSOC) and the Belgian Development Agency (Enabel).
