Expertise France at the fourth international conference of public finance institutes

Over 160 participants from 24 African, Caribbean and Middle East countries took part in this event on training and digitalisation for public finances on 17 and 18 February in Rabat (Morocco). Expertise France, which initiated the creation of the network of finance institutes with the Ministry of Finance of Cameroon in 2012, has since been supporting the organisation of the annual conference.

During this 4th edition, French experts, from the Public Finances Directorate General (DGFiP), the  Institute for Public Management and Economic Development (IGPDE) and the National Centre for Territorial Public Administration (CNFPT), as well as beneficiaries of projects financed by the European Union or Agence Française de Développement and implemented by Expertise France, in Haiti, Senegal and Palestine, were asked to present their respective experience in the digitalisation of activities as well as the courses they offer in digital training.

The speakers stressed the importance of human capital, which must be taken into account in the change management that needs to be implemented to support the digital reforms of public finances in countries.

The testimonies of the different countries also showed that the response to training needs has to be tailored to local contexts and that it must be organised with appropriate tutoring and as a complement to face-to-face sessions. It is nevertheless increasingly being developed as it offers a rational economic model while providing a response to inequalities, specific geographical conditions or targeted thematic needs.

The panellists extensively discussed the generational and societal aspects, social or territorial inequalities, but also gender inequalities in access to the digital world in general and in particular to training. The theme of security was also addressed by raising issues that will require further reflection in this area.

During the general assembly, which was chaired by Morocco and co-chaired by Tunisia and gathered members of the network of finance institutes, Expertise France presented the results of its study on training in taxation and customs in WAEMU (West African Economic and Monetary Union) countries.

Following the work carried out during these two days, the Democratic Republic of Congo submitted its candidature to host the 5th conference in 2021.
