France will support the budget and accounting reform in Cambodia

An agreement on the implementation of support for the budget and accounting reform in the Kingdom of Cambodia was signed between the Cambodian Minister of the Economy and Finance (MEF), Agence Française de Développement (AFD) and Expertise France on 3 May.

For 12 months, a resident expert from the French General Directorate of Public Finances (DGFiP) and a team of short-term experts will support the revision of the legislative and regulatory framework for budget and accounting management, as well as the modernisation of public accounting, in the context of a project initiated via the bilateral exchanges between MEF and DGFIP.

Since 2004, the Cambodian Government has been implementing a major public finance management reform program (PRGFP) in order to modernise financial governance based on international best practices. A new budget system reform strategy has been adopted for 2018-2025: it makes an assessment of the implementation of PRGFP and defines the main strategic directions.

The Government has opted for a performance-informed budget process, like the LOLF reform in France. This will make it possible to establish new rules for the formulation and implementation of the budget, moving from a means-based approach to a results-based approach in order to improve the effectiveness of public policies.
