Egypt: Training central to public finance management reform

A new training center was inaugurated in mid-November and will contribute to training civil servants from the Egyptian Ministry of Finance and its agencies. It will soon be operational and aims to become a reference in knowledge transfers and capacity building in the field of public finances. This centre has been set up in the context of a project to support public finance management reform financed by the European Union and comes in addition to the training actions already conducted – for example, in terms of internal audit.

This centre has been set up in the context of a technical assistance project financed by the European Union and implemented by Expertise France in cooperation with the Slovenian Centre of Excellence in Finance (CEF).

 

The project is assisting the Ministry of Finance in the implementation of its public finance management reform and comprises a component based on training. This is in line with the aim of the Ministry of Finance and, more generally, the Egyptian Government, of building the capacities of Egyptian civil servants in order to improve the quality of public services.

Training certificates awarded to internal auditors

Certificates have recently been awarded to the Internal Audit Unit of the Ministry of Finance (set up in October 2017) following training in internal audit given by CEF.

The courses focused on international standards for conducting an internal audit: planning, implementation, report and supervision, quality assurance and quality evaluation. The training focused on practical case studies and finished with an exam.  

A reference team for the Egyptian Government

This training was part of a more extensive professional qualification programme for internal auditors in the public sector. The theoretical courses on the concepts and fundamentals of internal audit were complemented by study visits in EU countries, which allowed experiences and best practices to be shared. The programme will end in November 2018 with a special training-of-trainers session – in order to allow current internal auditors to subsequently train other civil servants.

All these activities have contributed to the creation and development of this new position in the Ministry of Finance, as a reference model for the Egyptian Government.

The creation of this Internal Audit Unit is part of the broader framework of public finance reform launched by the Government and supported by the International Monetary Fund, with the aim of ensuring an efficient and transparent use of public resources.
