Public feedback meeting on the 5% Initiative assessment

On January 30th 2018, Sébastien Mosneron Dupin, CEO of Expertise France, participated in the public restitution of the 5% Initiative strategic review at the Quai d'Orsay, in the presence of Jean-Baptiste Lemoyne, State Secretary attached to the Minister for Europe and Foreign Affairs, and Professor Michel Kazatchkine.

France is one of the largest contributors to the Global Fund to Fight AIDS, Tuberculosis and Malaria and made a commitment in 2011 to respond to requests for technical expertise from French-speaking countries that are recipients of Global Fund grants and reported recurring difficulties in gaining access to the resources of the Global Fund or in ensuring the implementation of the funding received. 5% of the French contribution is reserved for support for the design and implementation of projects and for the assessment of the grants allocated in order to enhance their effectiveness and their impact on health.

After seven years of implementation, the Ministry for Europe and Foreign Affairs wanted to assess this mechanism by bringing together Expertise France, the Global Fund to Fight AIDS, Tuberculosis and Malaria, the ministries responsible for health and research, parliamentarians and the partners engaged in the fight against pandemics, including civil society.

The assessment underscores the coherence of this initiative and its effectiveness in terms of strengthening the health systems of recipient countries. Based on the identification of the mechanism’s limits, it will make several recommendations for sustaining the fund over the coming years.
