Launch of the revision process for the Public Health Code in Côte d’Ivoire

On 18 January 2018, the Ministry of Health and Public Hygiene of Côte d’Ivoire officially launched the process for the revision of the Public Health Code, in the presence of all the relevant actors. This codification project is the realisation of the Ministry’s commitment to more effectively conduct its regulation and regulatory missions, thereby contributing to improving the quality of health services in Côte d’Ivoire.

Streamlining texts to improve the health regulatory system

At its independence in 1960, Côte d’Ivoire inherited certain provisions from the French Public Health Code. Since then, this code has been enhanced with legislative and regulatory texts governing health professions (procedures to be followed, responsibilities, etc.).

The revision of the Public Health Code aims to clarify and streamline all these legal provisions in order to adapt them to changes in health professions and current societal issues. This initiative aims to contribute to improving the regulation and regulatory aspects of the health system.

At the request of the Ministry of Health and Public Hygiene, Expertise France will assist the Ivorian authorities in the process to overhaul the Public Health Code. A Steering Committee comprising 22 people was set up in December 2017 and will be tasked with supervising the work related to the definition of the Code.

A key initiative to strengthen Côte d’Ivoire’s health system

The revision of the Public Health Code is being combined with other initiatives desired by the Ministry and supported by Expertise France, in the fields of the hospital reform, and the inspection, control and regulation of private facilities and health professions.

More generally, this reform is part of a more extensive programme to strengthen Côte d’Ivoire’s health system, launched in the context of the Debt Reduction-Development Contract (C2D) signed between Côte d’Ivoire and France.

The aim of this programme is to improve the health of the most vulnerable populations, by improving access to quality health services for the population of Côte d’Ivoire.
