Review of the 2nd International Conference of Public Finance Institutions of Africa

The 2nd International Conference of Public Finance Institutions of Africa was held in Marrakech, in Morocco, from 21 to 23 November 2017. The event was organised by the Institute of Finance (IDF), which is attached to the Moroccan Ministry of Economy and Finance, the Higher Specialisation Programme in Public Finance (PSSFP) of Cameroon and Expertise France, on the topic “The new governance of public finances: towards new models including gender perspective and sustainable development”.

The Conference of Public Finance Institutions aims to create a framework for meetings and exchanges between African Public Finance Institutions, promote good practices in terms of education, training and research in this field, develop pooling and synergies between institutions, and strengthen frameworks for cooperation and intercultural dialogue.

Twenty-five countries* participated in the work of this second edition of the International Conference of Public Finance Institutions of Africa (CIFP). The regional organisations WAEMU (West Africa Economic and Monetary Union) and CEMAC (Commission of the Economic and Monetary Community of Central Africa), as well as IGEF (Lusophone network of Economic and Public Finance Management Institutes), were represented.


 

A platform for pooling, synergies, cooperation and intercultural dialogue

The work of the first day materialised in the creation of the network and 23 countries signed the charter which sets out the organizational and governance framework, as well as the operating procedures for the Conference of Public Finance Institutions.

The Conference is presided over by the Director of Administrative and General Affairs of the Moroccan Ministry of Economy and Finance for a period of 4 years. Vice-Presidents and regional coordinators represent the various countries. In his speech, the Director of Administrative and General Affairs of the Moroccan Ministry of Economy and Finance specified that “the network has a mission to offer member countries a platform for pooling, synergies, cooperation and intercultural dialogue and to create added value in public finance reform processes”.

The 2nd and 3rd days were devoted to panel discussions on the following themes:

 • Public finance and gender-responsive budget;

 • Public procurement and public-private partnerships;

​ • Sustainable development and climate finance.

On the sidelines of the Conference, Comoros, Gabon, Guinea, Guinea Bissau, Niger and Tunisia benefited from training on climate finance.

After Yaoundé in Cameroon in 2016 and Marrakech in Morocco in 2017, Tunisia will host the 3rd International Conference of Public Finance Institutions of Africa in 2018.
