In the field of international administrative cooperation, Expertise France is active in a number of countries to support national or local authorities engaged in processes to reform and modernise the State.

Support for the process to reform and modernise the central administration and public service

Expertise France helps beneficiary countries strengthen the strategic functions of their administrations. Public policy management, interministerial coordination and change management are among the core components promoted by the projects implemented by the agency.

Its action aims to facilitate structural reorganisations, the overhaul of legal frameworks, the simplification of procedures, and an improvement in relations between the administration and the user.

Support for the implementation of decentralisation and devolution processes

The transfer of the State’s administrative competencies to distinct local entities, or the delegation of the central administration’s resources and decision-making powers to the State’s external services, fit in with the aim of bringing citizens closer to public action and public action closer to the grassroots, guaranteeing local democracy, and promoting the modernisation of public services.

Promotion of the development and implementation of training strategies

Training-related questions are a key issue for the modernisation and relevance of public administration systems. The agency has, in particular, been assisting a number of governments in the development of finance institutions (FIs) for over 20 years.

Since 2012, Expertise France has been supporting the Greek authorities for the implementation of reforms of the central administration. The technical assistance mobilised has contributed to the adoption of a law on the selection and recruitment of top managers in the public service, the redefinition of business sectors, the complex task of overhauling the salary scale, reflection on the existence and budgetary impact of non-wage benefits, and the appraisal of employee performance.

Expertise France is supporting Mali’s administrative management, which is a key prerequisite for the success of the 2015 peace agreement. The expertise mobilised aims to build the management capacities of State authorities responsible for decentralisation, as well as the capacities of employees and local elected officials.
