Expertise France at the 1st Senegalese PPP Projects Financing Forum

Expertise France presented the France-World Bank Initiative to promote public-private partnerships (PPPs) in Africa franc zone countries at the SENPPP Finance Forum in Dakar. This forum, held from the 5th to the 7th of May, gave the Senegalese Government the opportunity to present the new legal and institutional framework for PPPs, as well as the projects under consideration.

In 2014, Senegal voted in a law and adopted an institutional framework dedicated to PPPs. A major project has already been implemented: the toll road between Dakar and the city of Diamniadio, opened to traffic in 2013, becoming one of the first toll roads in West Africa. This project was implemented through a concession with the company Eiffage.

The PPP projects that were considered (stemming from the country's strategic programming – Emerging Senegal Plan), were presented: road, railroad and industrial projects, tourism, environment and housing projects, agricultural and hydraulic projects, and energy sector projects. In total, 18 priority projects will be implemented during the 2014-2018 period.

The forum was attended by Senegalese political authorities, from the highest levels. The President, Mr Macky Sall, the Prime Minister, Mr Mohamed Ben Abdallah Dionne, the Minister of Investment Promotion, Partnerships and Development of State Teleservices, Mrs Khoudia Mbaye, participated in this event.

Expertise France, AFD, PPIAF and the World Bank supported and fostered the Senegalese Government for PPP development.

The France-World Bank Initiative to promote PPPs in the franc zone

Infrastructure and public services development is a priority area for sub-Saharan Africa growth. To ensure funding and execution of projects listed in their strategic programming, the States need commitment from the private sector through public-private partnerships.

The France-World Bank Initiative provides technical assistance to the states and regional unions of West Africa and Central Africa for the implementation of a legal and institutional framework for PPPs, and to identify and prioritize projects to be executed. Legal and financial experts are provided and training courses are carried out.

An information unit was established within Expertise France for the Initiative, to enhance countries’ actions and share information on the development of PPPs in the franc zone.

On a regional level, the initiative supports the WAEMU Commission in order to develop a strategy and a regional legal and institutional framework for PPPs. It also supports the implementation of the regional PPP development unit established in 2014 within BOAD.

On a national level, actions were initiated to support PPP units in Mali, Senegal and Togo.

Expertise France's service offer

Expertise France supports countries in developing PPP infrastructure or services.

With its institutional partners and network of international experts, Expertise France offers various types of actions adapted to the needs of the relevant countries:

  • organising of seminars and study visits dedicated to information sharing and good practices;
  • advice to partner administrations for the definition of a general and/or sectoral institutional and legal framework;
  • training to build the steering capacities of administrations in this area; and
  • methodological frameworks to assess projects and the choice of the best contractual scheme.
