A study visit was organised by Expertise France, with the support of theEuropean programme, from the 20th to the 24th of April, in Bretagne and Isère, to present the French experience in terms of disability policies and accessibility improvement.
Azerbaijan (with the support of France) is currently working on the adaptation of its legislation in order to meet international standards regarding the rights of disabled people, who represent 5% of the population. The authorities of Azerbaijan are especially trying to reinforce the social component of disability management, which is currently focused on a medical approach.
The members of the delegation from the Azerbaijan Parliament, the Ministry of Labour and Social Protection, as well as other associations, visited the MDPH (departmental house of disabled people) of Finistère and MDA (departmental house of autonomy) of Isère. They presented the French management system, as well as methods of coordination between the various local and national actors.
The delegation had exchanges around concrete examples of autonomy and accessibility policies in cities, private homes, and/or through the visit to the Kerpape rehabilitation centre.
